Analysing the Interfaces of Placement in Police an Regulatory Law

Following § 67 ff. SGB XII, those affected or endangered by homelessness are entitled to consultation and support. On a municipal level, the implementation of homeless charity is organised in different ways. As the placement of homeless is the responsibility of the municipality, it is less clear who is responsible for further support, which unequally distributed within Bavaria.
The research project analyses the interfaces of placement in police and regulatory law in municipal responsibility, in the context of § 67 SGB XII, in Swabia. The project runs in cooperation with the University of Applied Sciences Kempten and funded by the Bayerische Staatsministerium für Familie, Arbeit und Soziales (StMAS).
Methods |
Several case studies are conducted in different administrative districts and cities. Hereby, expert interviews are conducted with the staff of public order offices, social services and other relevant institutions, including a content analysis.

A special event „Wohnen+“ in cooperation of the administration of homeless charity in South Bavaria and the University of Applied Science takes place on 13th of December 2019 at the University of Applied Sciences Kempten. The event discusses new ways for improving the structural organisation of homeless charity. Besides other the analysis of the interfaces of homeless placement, conducted by SINE and the University of Applied Sciences Kempten will be presented.
